Firstly, what do you mean by the end of the world? The end of human civilisation? The end of life on Earth? The destruction of the planet? The last two kind of eliminate future prospects.
But the fact is that it is so extraordinarily unlikely that the same species will ever evolve twice. Mere words, even numbers, cannot express the length of these odds, which are perhaps the longest in the universe. It is possible that something similar could evolve, but they would be no more dinosaur than wolves are thylacine.
But why dinosaurs? Why is it always dinosaurs and not one of the other extinct groups that have existed along side them or during the considerably longer period in which there were no dinosaurs? They're just as unlikely anyway.
Though you do have grounds to argue that birds are a kind of dinosaur.

No, dinosaurs are extinct and won't be back. But the end of the earth will mean less illiterate people around.
