The problem with the Bush Administration in this regard is that it is very strongly pro-domestic oil interests. It is hardly surprising given that the President is from Texas and his father made his money in the oil business and the Vice President was the CEO of one of the largest of the oil field service companies.
This has meant that the consumption of oil has been somewhat curbed by the Administration's high oil price strategy. It is a long, long way from Ronald W. Reagan's deal with the Saudis to drive oil prices down to humble the Soviets.
The alternative energy initiatives are window dressing, but corporations like General Electric are trying to turn them into boondoggle programs, as GE have many alternative energy products. They will likely succeed.
The CAFE rules have been tightened, so that US autos are even less attractive internationally.
There have been attempts to get supply side solutions by freeing up drilling areas in Alaska.
There is also the misguided attempt to ratify the Law of the Sea Treaty to get wider drilling areas on the seabed beyond the reach of US environmental legislation.
But there are still no new refineries and that is disastrous for the USA, but probably good for foreigners and refinery owners.
The Administration has also been underpinning the price of oil through purchases for the strategic petroleum reserve. It has also failed to repeal, as oppose to suspend for a while in view of Katrina, the ludicrous EPA requirements that mandate different mixes for refinery oil product in different States, long after this has had any real purpose other than to restrict supply and drive up the price of gasoline.
Short answer is that they have done a lot, because the invasion of Iraq has put up the price, even though it should have brought it down - we have stayed there far too long.
They have also not made any real effort to keep the price down.
All of that leads to conservation of oil, but the price of doing this has been to re-invigorate Russia, which is a very bad idea and goes a long way to reverse the foundation for the central achievement of the Reagan Presidency AND this has funded our opponents in the Middle East and accordingly made Iraq intractable. It has also brought Texas oil industry completely out of the long depression that started in the Reagan years.
So we will consume less oil because it is more expensive, that is about it.
