What I would do is call 1-800-TOPSOIL or check out 1800TOPSOIL.com. They're the nation's largest landscape supply network, and if they have a member servicing your area, they're reputable enough to know you're not getting cheated. They may even be able to answer your question over the phone, and they can most probably deliver what you need for a reasonable price.

It depends on the dimensions of the cobble stones.

8” x 12” x 2” would need two rows deep if set length radiating from the perimeter of the pool. Leave 1/2 inch between blocks for mortar
18' x (12"/1')=216" circumference to the pool
216/8.6= 25 cobbles to do the first round
The second round would take a few more as the new circumference would be 295" C = 216 =2 pi r
r= 216/2 pi = 34" plus 12.6" for first round of cobbles
New r=47
C=2 pi 47" =295" 295/8.5=35

so 35 cobbles
total about 60 cobbles. So how many cobbles come in a ton?
8x12=96 sq in /cobble 60x96=5760
5760 sq in total cobble area
40 sq ft for this size is needed, but always buy about 10% more for breakage or problems
