This is an odd question to post in the GLBT section, I must say!
If you don't know how to calculate a ratio, then realize it is best understood as a reduced fraction.
Let's start, ok?
50 people to 4000 books
Is like saying
50/4000
Drop a zero off of each number, and you get:
5 people to 400 books (same ratio, just knocked down a decimal point) or
5/400
Now, to reduce this fraction down as small as it will go, you need to find a common divisor of both 5 and 400. The goal is to get at least one number (either books or people) down to a prime number. That will be the best form for your ratio.
Remember, you have to divide the numerator and the denominator by the same number.
Did you find the divisor you needed? Good. Now do the math.
5:400 is like saying 5/400, or _/__ (when reduced. I'm not doing the division for you!)
Remember to state your answer in the form of a ratio
__amount of people to ___amount of books.
