The correct term for this is mimicry, where one organism resembles something else (a leafy sea dragon looks like seaweed for example). There's also a fish that is a predator/parasite that resembles a beneficial fish that cleans other fish of parasites.

In the tropical aquarium, the fish that resembles a plant most, may have to be the twig catfish ( looks like an aquatic stick insect) or the south american leaf fish, which mimicks a leaf.

MAYbe the saltwater sea anemone. only thing i can think of. though not a fish.
