It just has to be moving. It doesn't matter what speed its flowing at, once it gets to the edge it will be falling at 9.8 meters per second squared.

As already said, the velocity of the stream (or whatever the source of the waterfall is) has no relevance. The water must simply reach a dramatic change in topography. Please be more specific if you are looking for more- the question does not make much sense in its current form.
