It was built, but with each Pharaoh taking power over the years, each one had the Sphinx's face changed to resemble there own. Therefore nobody knows what the original face was, so they can't identify who the original Pharaoh was that commissioned it.

They built it! And Napoleons troops fired cannon at it to destroy it. That's why the Sphinx has no nose.
