More than likely the ground wire at the dimmer headlight has corroded at the body of the car, or has come loose.

The dimmer headlight is bad, replace it.
or it's wired incorrectly.

Oh yeah, isn't a 1963 Ghia a 6 volt system? Maybe the dimmer headlight is a 12 lamp.

Check the fuse for that side. Some of the older cars will back feed and turn the healight on, but very dim ( I had it happen on mine). You could also have a bad connection at the headlight plug - clean the connections with some sandpaper.
