Kevin Phillips called George W. Bush "inept" because Phillips thinks Bush is inept.

It's quite hilarious though that the liberal elite on the left lost to this "inept" man. They don't realize by degrading President Bush at this critical time in the history of our country they are aiding the enemy greatly.

Because a) he was in a position to actually form an opinion, unlike the rest of us who have never actually spent any time working with president Bush, and b) because that was his assessment, based on his observations.
