Carter was considerably more conservative than Gore would be. Carter actually tried to save money in the White House by cutting out big feeds for meetings, lowering the thermostat , etc. Carter was much more likely to do something without considering the political consequences, while Gore is mainly a politician.

The amount of weed they smoke. Gore smokes more,as we can definitely see he get's attacked by the munchies every 5 minutes.
