Jimmy. His presidency was a complete failure, and now he has disgraced the presidency further by failing to honor the tradition of not speaking ill of a sitting president. He has no shame.
The good news is his lack of honor has encouraged the OTHER moron, Bill Clinton, to follow in his footsteps, reducing him to an (openly public) honorless donkey's butt. (I tried to put the word Democrat, but the system blocked it out, like so: ***.)
No matter how hard you try, even if one "burns all the books", and attempt to rewrite history, you can't change the ACTUAL truth about history.

Jimmy Carter had some issues, but he was an honest man that tried hard to get around the politics of Washington.
George Bush is front man for the worst possible administration. They are corrupt, abusive, and immoral. They believe in secrecy because there is no way anyone would put up with the things that they did.
To answer the question, George is the worst President ever since he has changed the judicial system and the constitution in the same 8 years.

George is/was much worse because Carter was only president for 4 years. If Carter had somehow gotten re-elected the two might be neck & neck at this point. But Bush has pulled far ahead in his second terms as the worst in history.
