Repeat the water wash several times, milk for some reason hardens the threads when you do not get it out.

I would soak it for few minutes first and would rinse it several times. Just to make sure, there is no more milk, use some dark surface bowl and check the color of water. Also I would use some towel or towel paper to soak the water from the carpet as much as I could. I'm sure, it would leave your carpet soft.

Rinsing it with water is good. Try rubbing the spot with a dryer sheet and then, when it's dry, use a nail brush to soften the nap of the rug.
