8x - 1/2 = 23 1/2 = 24 - 1/2
so:
8x = 24
so:
x = 3

3:(2/3)x - 12 = 18
18 + 12 = 3:(2/3)x
so:
3:(2/3)x = 30
so:
30 mult 3 = (2/3)x = 90
x = 135

which maybe means that you use the sign : as multiplication?
if so:
3 mult (2/3) x - 12 = 18
18 + 12 = 3 mult (2/3) x = 30
so
30/3 = (2/3) x = 10
x = 15
