Well if any ISP does not own an IP they can't be an ISP.
Simple really. No IP's no ISP they have to have them in order to connect you.

If you are asking how to FIND the ISP that owns a particular IP then use http://dnsstuff.com and just lookup the IP number.

IP stands for internet protocol and that is not ownned by anyone. Otherwise it's an IP address.

ask if your ISP provides static ip... that way, you'll never have to change your ip address...

do a "who is" Go to a website like godaddy.com do a who is search..like www.aol.com or www.cnn.com for example and it will come back with all the info on that website servers name address phone number etc etc
