You need to map a image map (in HTML). Most editors have something built in, such as FrontPage or Dreamweaver. If you do not have those, you might want to search the web for a free Image Map editor.

In html, the usual way is to create an
...and then
...where each area specifies some action to be taken for the specified coordinates in that part of the image...
