It kinda depends on what kind of birds you expect to nest in the birdhouse. I have swallows nesting in mine and they don't land on the perch even though my birdhouse has one. The swallows just fly straight in, it is cool to watch them.
It is very easy to add a perch, just cut a 6" piece of 1/4" dowel, drill a 1/4" hole through the birdhouse just below the entry hole, and glue the dowel in place in the hole you drilled with outdoor wood glue.

In fact, a birdhouse that's being used outdoors should not have a perch. Only predators use the perch. They steal and eat the eggs, or they steal the babies, carry them to a puddle and drown and eat them. You may be sick of hearing about my son and his friends at the group home, but when they do a perch for a birdhouse that's intended for outdoors, they'll put the perch on one side of the house and paint a dummy hole, then put a real hole on the other side of the house.

I've seen a lot of small birdhouses without a perch. But I'm sure if you wanted to attach one, you could purchase a dowel and maybe drill a hole below the other one to attach it. You'd could ask someone at Home Depot or someplace like that for instructions; I'm sure they'd be happy to help you!

The answer to your question is yes. Birds eat, sleep, and "hang out" on a perch. Sometimes the smaller birds will fly into a bird cage or bird house and land on the floor, but they will fly or jump up to the perch. That acts as sort of a "look out" tower for them.
You may have to get a piece of wood or a tree branch and make a perch yourself for your birdhouse.
