16=ps is not an equation that is "solvable". Maybe you wrote it incorrectly.

60% of 93 = .6 * 93 = 55.8

465 = x - ( .38 * x )
465 = 0.62 * x
x = 465 / .62 = 750

Think of percentages as our dollar [1.00] Our money works on a base of 100.
Cents = 0.01 or 1% of one dollar
Dimes = 0.10 or 10% of one dollar

60% = 0.60 When trying to solve what 60% of "X" is multiply "X" by 0.60

To solve the second part of your problem.
What was the cost yesterday?

You must multiply "X" by 1.62 [1.00 - 0.38]
