superman could win, but he'd have to do it fast.. the hulk's strength increases depending on how mad he gets.. so if superman unleashed an all-out attack before the hulk could get really mad, superman could defeat him.. but if the hulk kept getting madder and madder, he would eventually surpass superman's strength..

Superman, obviously. That's why I prefer Marvel characters - DC has too many uber-powered folks like Clark Kent.
Of course, if Clark were to realise the Hulk is just a poor misunderstood simpleton, he'd probably go all humanitarian and try to find some colony on Venus or wherever that the Hulk could live happily ever after.

As far as winning a fight?
Superman could use his super speed to fly around the Hulk and cut off the oxygen supply to the behemoth.
Or he could grab him and throw him into space where there is no air. He could also follow him into space and push him out further as Superman can fly in space and doesn't need oxygen.
Ole' green-skin does need to breath.

Superman absolutely. He's strong all of the time. But Hulk has to get mad first. So, isn't his strength kind of a temper tantrum?

Superman would definately win. No question about it. Superman is way too powerful. He has control of his powers and can brawl with the best.
Of course, they are from TWO completely different Universes (Marvel and DC), so conventionally this fight couldn't happen without a cross over.
