If these were proportional, they would form fractions that equal each other. For example, 2:10 = 1:5 because 2/10 = 1/5. However 1:10 is proportional to 0.5:5.

Neither of these is proportional.

Review your ratio and proportion lectures.

For the expression to be proportional, the expressions should equal one another.

1 / 10 = 0.1
2 / 5 = 0.4

therefore they are not proportional but both are ratios.

6 / 19 = 0.316
2 / 5 = 0.4

If the product of the first term and fourth term is equal to the product of the second and third terms then the numbers are in proportion.Otherwise they are not.
In the first problem
1st. term*4th term=1*5=5
2nd. term*3re term=10*2=20
Hence they are not in proportion
In the second problem,two numbers can be in ratio and can never be in propotion.So they are not in proportion
