They (morals) are in the US Constitution. The writers made that abundantly clear. But all constitutions allow at least self defense and, as in the thousands of Judao-Christian-Islamic religions, warfare is not considered killing as it is nation to nation rather then person to person. I wish I could provide you with references but i never got ambitious enough to write them down.

The King James Bible says "Thou shalt not kill" (murder). There aren't any countries that have a constitution that says what you are talking about.

i would never say all, however i would say that majority of the countries that have a sense of morality would base them upon some sort of text listed as the core of what is considered moral. such as the bible, or other religious texts. i doubt too many countries are going to encourage voilence, theft, and murder in their constitutions. it's just bad for the economy.

Thou shalt not "murder" is the actual translation.
There is a difference between killing and murdering. God has made provision for a nation to protect itself from invaders and He has made provision for a husband to protect his wife and children even if it means he has to kill the attacker.
Premeditated, cold hearted murder, simply for the sake of murdering someone is what this commandment is referring to. God does not approve of this.

the laws of the consitiution was based on the ten commandments. but dont tell that to atheists. That is why there was a copy engraved in front of the United States Supreme Court.

The USA can do preemptive war. (That kills) It practices capital punishment, (w/o exclusion of juveniles)(that kills) It imprisons w/o trial and sanctions torture. Is there anything immoral there?
