Well, i'm not sure what is your doubt.
Puebla is only one of the most beautiful citties in my country. I haven't been ther for a long time, but i hope is still as beautiful as i remember.
I guess he can expect the same kind of people as you migth find in Mexico, all over the country, fine people.
What i don't really know is that if the people is as nice with the other religion persons. You know, in México the main religion is Catolic, and specially in the central states, the people is very religious and we are not very good accepting diferent ideas.
You know what i mean? we all believe and have an enourmous faith in La Virgen de Guadalupe, so maybe your brother in law migth find some barriers to get to the people, and to make them accept him, not only to make them change their religion, but just to listen.
Anyway, he migth even find some friends, and if he can go from there to other citties, all of the main historical citties in México are very close to Puebla, so tell him to try to go to Mexico Citty, Queretaro, Tlaxcala, Guanajuato, San Miguel Regla, Pachuca, he can get to almost any of them by bus.!!!
See you around!

I think he should make sure that whoever converts, that they are converting for the right reasons, and not because they are star-struck by the blonde blue eyed elder. Get new converts fellowshipped and away from the elders ASAP.

You can expect him to have the two hardest years of his life. But they'll probably be the best two years of his life.
