After you decrease 1 stitch at neck edge on next 3 rows, then work 1 row, decrease on the next, work another row and decrease on the next = 4 rows.
'on following 2 alternative, or alternate rows' is every other row.

Usually it says decrease 1 st on following alternate rows which means to decrease 1 st on every other row. Decrease on row 1 but not on row 2,decrease on row 3 but not on row 4 etc.

It's not alternatIVe rows, but alternate rows, and means every other row, ie decrease on the first 3 rows, and then on rows 5 and 7.
