Bolívar is not the Washington of South America. If you want to make a comparison, Washington is the Bolívar of the United States.

1)neither really, the US was trying to reconstruct after their civil war
2) not sure but the first is more likely because I don't think Brazil was ever in the US's possession
3)Limited Democracy, they had control over every day goings on, but the crown took control in big issues

#1 is isolationism. Isolationism existed because we were physically isolated from Europe because of the Atlantic Ocean was between us. After WW2, we realized that we could not remain isolated forever from the world and it's problems.
