First I just have to say, ew. Okay with that out of the way I'll attempt to answer/help you out with this. Stop hanging your undies on the line (I assume he is stealing them from the close line and not breaking and entering). But if you MUST hang them outside, buy a few pairs as bait and cover them with chili sauce or pepper. One, it will either look really gross and two, if he touches them he'll get chili sauce over him and it will burn. Or even poison ivy (just make sure to wear gloves in the processs). I think you should call the cops personally. Just think, you could take it all the way to court tv. Can you imagine this case on Judge Judy?? That would be awesome for ratings; I would watch it. Haha. Sorry. Well, have you tried talking to him (I assume it's a him...it always is)? Post an update on here once you find a solution. :-/

Take a old pair that you don't care about, wear gloves, then rub poison ivy all over them or something like that. That should get the job done. ;)
