False. There is at least one other dragon remaining: the male kept by the evil Emperor. Shruikan (the black male dragon) is Emperor Galbatroix's slave, and the only reason the Emperor is still alive after so many centuries.

Galbatroix has butchered all dragons but his own and three eggs, one of which hatched into Saphira (Eragon's female dragon).

This presents a problem. For the dragons to re-establish their line, Saphira and Shruikan are going to have to hook up! Either that, or the two other eggs must be found, hatched, raised, and bred.
