Mike Mussina. Came close twice with 19 wins in 1995 and 1996 w/Baltimore, but has never won 20.
As of today, he has 241 victories, and never won 20.

"Only" isn't the right modifier. Besides the noted Mussina, there's:
Jerry Reuss (220-191, season high of 18 (3 times),
Chuck Finley (200-173, 18 twice),
Kenny Rogers (207-139, 18),

Charlie Hough (216-216, 18),

That's eight pitchers.
