For a annoying radio host:
have all your friends and family members and acquaintances call in and request something horrific every commercial break, (IE: New Kids On The Block, Macarena) so they have to play it due to large number of people requesting it.
Or, Call in every commercial break with someone claiming a request, then when the host gets on the phone to ask what it is, say " I would love to hear the new song by (HOOONNNKKk) and blow an air horn into the phone over the name of the request.
Maybe after a shift of this, he will get the idea.
For a Party DJ....
Walk up as though you are drunk with something full up in your cup that would smell nasty, (IE: Beer, Pee, Whiskey), and as your about to lean over to make a request, "loose your Balance" and pour said "drink" all over him. He will be so P*ssed the rest of the night, he wont be talking much, just playing the music. Pry would work even better if it was something that stained.

Good Morning to you too,my friend.I say that he should be tied up and made to listen to 48 hours of Polka Music ! After that he has to spend an evening with Boy George. That should teach him a thing or two !

Turn Them Off. That's Your Thing. You would probably like to hear the Music More anyway. Lots of D.J's are just buying some time. They do not realize how annoying that is.

I would complain and tell them if they do it again, you will be telling everyone not to hire them or go where they are being a DJ!!

Reimburse their customers (commercials) for obviously chasing away listeners.
Imposing fines would involve too much court proceedings, but taking money from them would make them stop.
