Whenever a parent says it's apprpiate. My mother always allowed us to watch whatever, we watch as a family and she was open enough to discuss it with us and be honest. That's the number one problem these days the parents pretend that the kids aren't doing what the kids are doing. As a result the kids have these secret lives that get them arrested, addicted to drugs and pregnant. I do have a 5 year old and we watch MTV music videos, runs house, and we used to watch making the band and the spin off from that. I love music and we discuss what we see and talk about good behavior/ adult behavior/ bad behavior. I won't always be there and parenting begins when they are born not when they are 13 and you don't know who they are. Tv never harmed me, rap music never made me want to try drugs, sell drugs or have sex. I didn't have sex til I was over 18, and never had alcohol til I was over 22. EVER! So go somewhere else with your censorship parade.

TV in general, and MTV in particular, is a waste of time.
Make a friend. Learn something new. Get some exercise.
But don't numb the brain in front of the boob tube.
There's never a good age to start watching MTV.

I would not allow T.V. in the house if I have children. My friend is Orthodox Jewish and she has NO television in the house. Her kids are 8, 12, and 14. They are always reading and telling me about different novels they read.
Much better than the whole "Hip hop~wanna bees" on television.
