I have a dell isperion 1150 laptop. out of the blue it stopped working. whenever i go to plug the charger in it sounds like a fuse is popping and the little green light on the charger goes out. i tried taking the battery out and then plugging the charger in but the same thing happened. i even tried a different charger, but the same. someone told me the converter could be bad, but i'm not sure what that is, can i change it or do i need to take it somewhere and how much would it cost?

Definitely take it in for repair,
I don't believe a "Dell Certified Technician" is necessary unless you bought it recently and have a warranty to worry about, (since it came out in 2004, I doubt it) , any good repair shop should do.

But it is not likely to be a user serviceable problem unless the
repair guy says you need new ram, in that case you can
replace it yourself if you have a manual locating the ram slots,
and are reasonably confident opening your laptop.

As far as cost goes it will vary, parts + labor + inspection,
weigh up the cost of repair against getting a new laptop as
you may find it cheaper getting a new one,

That sounds like the power supply inside the unit itself, not the charger or the battery. You will need to have that services by a pro, as it is not a part that you can either purhcase or replace yourself.

You need to take it to a DELL certified technician. Only he can tell you how much would it cost. It can be anything from Power supply to RAM
