There are a couple of options here.

1) Something else created God. In this case we would have to admit that God is not all powerful since it took an external force to form his existence. In this case He isn't really "God" and we don't have much reason to worship Him.

2) God created himself. This concept makes no sense really since it is impossible for a non-existent entity to create something else (even if it is itself).

3) God transcends time. If God doesn't obey the rules of time, then it makes sense for him to have always existed. This is the answer that most theologians would probably give you. However, this concept is very difficult to understand. What does it mean for an entity to be timeless and how could that entity have an effect over entities that exist in the realm of time?

4) God doesn't exist. If God doesn't exist, then we won't even have to provide an answer to this question.

The ancient Universe, turned in upon itself and exploded again, as it has done since the real dawn of time.. It has created a new Universe with new and diverse creatures.. These creatures explain things in all sorts of ways, religion being one of them, also the most diverse explanations come from here.. Every-bodies religion is right according to that person.. Without a scrap of proof and armed with a book written fairly recently in the scheme of organised religion and bastardised by people for centuries, including kings..
The God which you seek is in fact a Goddess, if you wish to use that terminology.. The Universe is the womb of all life and therefore feminine.. The Universe is all around you and right here in our immediate surroundings it is Mother Nature... Not some white bearded God figure sitting on his throne surrounded by Angels..
The Shift is almost here, good luck to you all...

Gods, whether Moses' deity Yhwh, Brahma of Hinduism, Allah of Islam, Ahuramazda of Zoroastrainism, etc., were created by greedy priests to take money and gain power from gullible people. Some believers say their god always existed. Why not just say the universe always existed and forget phony gods? The simplest hypothesis that explains the facts is best. Inventing gods explains nothing really. "God did it" only means "I don't know, but I refuse to admit it."

Man, at least as the infinite, omnipotent "being" that man is talking about. (do animals conceive of a God? though I have heard that to a rabbit, God is a very big rabbit) .

not sure if there is a "who" that created God.
