I would say that most home internet connections are anywhere from 1.5mbps-6mbps. 10mbps sounds more like your own home network. For example, if you transfer an mp3 from one computer in your home to another computer in your home, it will be transferred almost instantly. In your case, however, 15 min. to download a song sounds like you are using a 56k dial-up modem, which is your internet connection speed as opposed to your home network speed.
But assuming that you know this and you really do have a 10mbps internet connection, perhaps you are sharing the connection with other users (in an office, school, or even your own home). If you have a fast internet connection and your little brother (whos sharing the same line in his room) is downloading 15 movies at a time, then it will surely limit the bandwidth (speed/data) available to you.
If you have a wireless router, your neighbors could also be leeching bandwidth from your connection; check and see if you have a password to your internet connection and if not, set one immediately (check router manuals for instruction). This is important (besides being stingy about the internet you pay for) because any activities that they use your connection for, such as illegal downloading or hacking, will be traced to your ip address and you will be held responsible.
Lastly, you can also check the actual speed of your internet connection by going to the website of your internet provider, or searching for "internet speed tests" (I believe dslreports.org has a speed testing tool). Sometimes it could be just that its not your download speed but rather the slow upload speed of the server sending you the file. (but in your case its probably not because you mentioned that youtube is slow as well).

With a connection speed that fast you should be downloading a 4mb song in 3.2 seconds (at maximum speed)
10mb/8 = 1.25megs/sec download rate
I would suggest you go to www.dslreports.com and run a tweak test. (Under Tools) This test will tell you what is wrong and give you solutions. Also try running a speed test there.
I have found dslreports.com to be a great site for fixing a slow internet connection.
Also check your computer for spyware and viruses as this may be slowing down your connection speed.
The programs I recommend for spyware are Adaware and spybot search and destory
For Anti-Virus I suggest AVG Free Edition.

Virtual private network connection is sometimes a headache because the whole of your company if you may like do use one IP address when connecting to the Internet,though this system is used for security reasons. What is your actual bandwidth speed provided by your ISP?
And I think Your 10mbps you are talking about is the speed of your LAN card, which is not the speed of your internet, your speed is measured by some speed test websites given by the reviewers (above), this one is good: http://www.speedtest.net/
