are men not allowed to go shirtless again???
if not, in what occassions can they go?
and what suits best for their lower parts? jeans? shorts? or anything else?

It depends on society. Some communities see it as perfectly acceptable for a man to go shirtless, other's find it vulgar.
I can only speak from personal experience, but here in Australia, it's acceptable for men to go shirtless on days when the weather is very hot. You regularly see men walking down the street without their shirts on, especially if you live near a beach or something.
That's about the only time you see many guys without their shirts on though.
Mostly men would probably wear shorts when not wearing a shirt, but I think that's just because of the hotter weather so it's just cooler to do that. You can wear what pants/shorts you like I'd say!

i lik jeans.....and when boyz shagg....but NOT too low..........for example when you bend down it shows you whole butt.........LOL..........and HOTT boys should go shirt less when running on the beach (that is really hott!!!) , and when they are on the beach.....
