How would you explain this number "0.7" means to someone who doesn't understand?

From a Math point of view.

bring a cake(or draw one) and divide it to 10 pieces then explain him that 0.7 means 7 pieces of the whole cake

in the decimal system (base 10)

100 = 1*10*10(10^2)
10 = 1*10(10^1)
1=1*10^0 (explain that any number to the zero power is one)
0.1=1*10^-1 (10^-1 = 1/10, numbers to the negative exponent means 1 over the number^(positive exponent))

Therefore 0.7 = 7*(1/10), same as 7/10

Just understand that it is 7/10 of "a-unit".

A-unit is "one unit count"

When you divide it further you will get parts of a-unit!

When you divide a-unit into 10 or 100 or 1000 or higher order parts it is very helpful to relate as numbers like...

7/10 become 0.7

7/100 become 0.07

7/1000 become 0.007 and so on...

Look at zeros in 10, 100, 1000... and "equal to zero" decimal digits 1, 2, 3 ... It is the relation!

Manner of explaining is shown by linking similar instances!

Any matter cannot be simplified beyond a limit. If some one don't understand matters at said limit he/she can still live with remaining human qualities that are within each one of them!

Measure of a distance. say 1 km. and cut it into ten pieces. use markers with fractions. Then i would say run one km, and let them do it. when they came back, id tell them that every time they passed a marker, it was 1/10 or .1 km.

then id tell them to run .2 km without any hints. after that id ask them where they stoped and why. if they get that right, they understand that you can cut up 1 into parts. then show them that 2/10 = .2 on a calculator

lastly, id tell them to run .7 km and explain to me why they stoped at the .7 km mark. if they

0.7 = 7 / 10 ie seven tenths.
0.3 = 3 / 10 ie three tenths.
0.47 = 47 / 100 ie forty seven hundredths
