I plan to work in Singapore, but before applying any jobs there, can I first find a house to stay in Singapore and next only start to find job? What procedure do I have to go through?

You can validly stay in Singapore for some other reasons like being a tourist, student or job hunter while looking for employment opportunities.

Malaysia as Malaysia is nearer. Indonesia is far more strict in terms of visa and will cost you more for entering Indonesia than Malaysia. Malaysia cost you around S$2.40 for a Singapore-JB bus, while entering to Indonesia, for Batam for instance cost you at least S$20 ++ for a single trip and S$41++ for a round trip ticket, which is expensive in any sense. But Indonesia items are definitely cheaper than Malaysia, I must say.

You can't overstay, at most it will be the length of your visitors' pass. Best is to find a job first, get your employment pass. Accommodation in Singapore is not that difficult to find.
