Call the Indiana department of revenue. Chances are they have guidelines that must be followed.

Next talk to area businesses for donations and a few churches and service organizations (the Elks, Lions, Jaycees, etc) that might be willing to help sell the raffle tickets.

Good luck and have a speedy recovery.

I would call the local schools or maybe even the churches to see what they tell you. Just tell them that you are trying to raise some money for a surgery and you would like to know how to go about running a raffle. And they should be able to help you because i am sure if anyone would know how to do it they would. Good luck i hope that helps and i hope you are able to raise the money!
