the other day I stupidly left a shirt in the sink trying to clean off a spot and left the water running with the shirt in the sink, thinking the water wouldnt overflow, I took a shower and got out to find water everywhere all in the bathroom, and the hallway and into a downstairs room off the bathroom, the carpet {cheap berber}; was soaked, I used old sheets to try and soak up the water, but I dont have a shop vac so I just let it dry on its own, I feared it would start to have a mildew smell, and today my fears came to pass, its starting to have a mildew smell, how can I get rid of that smell...?

Depends on how much you're willing to spend. If i were you, i'd pay to have a company come shampoo the rugs. That should take care of most, if not all of the smell. For regular floors, mix water and cleaning solution (bleach works also) and scrub like a crazy person.

I have 125 apartments, 125 condos and 25 homes, this is going to cost you I'm afraid.
The padding for the carpet is going to be the worst. No one thinks about that. The carpet is exposed to the air, it'll eventually dry, the padding will mold and smell, horribly.
Have someone pull all the carpet out, to dry, or replace. If it was mine, I would have it replaced. The floors cleaned, new padding, all the glue, if glue were used will eventually rot, will have to be replaced or removed.
Have all the areas that were wet cleaned and dryed. Guarantee the landlord that you will in the future take care of any problems that come of this incident and it will never happen again.

I once had a keg of beer empty into the back seat of my car because some set the already tapped keg on the nozzle and it stayed overnight. Febreeze with cut the smell for a while but eventually I ended up getting the rug shampooed. Most grocery stores will let you rent one.

You'll likely have to pull up the carpet if it allready has mold growth.

Try calling a professional carpet cleaning service, and see if MAYBE they can do something...but either way, you're not getting out of this cheap.

Place charcoal in areas that are the most smelly or try bicarbonate of soda. Sprinkle in affected areas and vacuum the next day - if you cannot afford professional help

first call your aprtment manager and report the damge. they should be able to send someone to your apartment to inspect the damge. chances are you will need new carpet and carpet padding. Possible you will need new wood under that stuff. Expect to pay for the damages, unless you have renters insurance.
