I was at a friend's tonight. I was looking at the view there, the city lights were far away and twinkling.

The same reason stars twinkle in the night, and/or the moon turns red and orange under certain conditions. It's a kind of interference. The air between you, and the lights you're looking at isn't empty; it's is full of stuff. vapors, mist, dust, etc. As those little things move around, you can't actually see them, unless they are so dense they begin to dim and block the light... but, they cause the lights to glare and/or flicker depending on the conditions present. It's sort of like how reflected light bends and moves around when it hits moving water.

lights are achually not twinkle its due to the phenomenon of startwinkle at night
