customs fees?

if someone in germany sends me a package, and declares it to be worth 200 dollars, do i have to pay a fee or something,
im not sure, he said that he would have to declare and it and some fees stuff.

inside the package is a WWII mosin nagant sniper "SCOPE", just the scope and mount

Customs fees will be assessed at the point where the item will be released. Just wait for the assessment and it depends upon the item being claimed. If it is a gun, the cost is surely higher.
