the increase / decreas is : (a-b)
positive means decrease, negative means increase.
the percentage of increase/decrease is then :
(a-b)/a * 100 %
.
in yoru case this is
(14.1 - 15.8)/14.1 * 100 % = -12.0567 %
since this is negative it is a increase.

OK.First of all ,there are two quantities.We term one as "initial quantity " and the second one as the final quantity".If the final quantity is more than the initial quantity,we say that there is an increase and if it is reverse,that is,if the initial quantity is more than the final quantity,we call it "decrease"
If in the problem sent by you 14.1 is the initial quantity and 15.8 is the final quantity,we start solving the problem in the following way
Total increase=15.8-14.1=1.7
[now write a fraction with the increase as numerator and the initial quantity as denominator and multiply it by 100 to get the increase in percentage]
Therefore,increase in percentage
=(1.7/14.1)*100%
