the american version of emerald doesn't have faraway island - thus, there is no "old sea chart"
anyway, it's the same was as getting the eon ticket - you go to a nintendo event (of which there will be no more) and hopefully on the hotspot, you'll get it. however, since it's american emerald, you can't. let's just say you did, anyway.
you'd then go to the boat, and it will be added to your list of destinations
to get mew in the american version, you will need to get ahold of a "wayback" machine. this machine can travel through time. it can travel way back. (it doesn't exist though)
anyway, then you'd go back in time to september 30, 2006, and go to any Toys R' Us store between 12pm and 3pm - they gave out free mews that day

You can't, it's an event item and the events have already occurred. You can't get Mew.
If you really want Mew, buy Pokemon Pearl/Diamond. You can get one over the GTS.
