Well in fact none of them were sovreign states in 1945.The first independent state was Syria,April 17th 1946
France and Syria signed a joint agreement in 1936.However France failed to ratify this treaty

Guessing Oman -- the Sultanate was active then. And they booted out the Portuguese in 1655.

India was independent in 1947. Syria was still a protectorate in 1945 (not til 1946). And Egypt was still occupied in 1945. True it was declared independent in 1922. But it only had nominal independence until 1952.

Egypt was nominally independent but they had an 'agreement' with the British for security/protection.

Because of their agreement with the Fench in 1936 I would say it was Syria
