Nothing is perfect. That place in between depends on your perception of what heaven is and what hell is.

People who was tortured when they are innocent, want the torturer to go to hell and when he reaches hell without being physically assaulted or reciprocated by the affected people, he feels he is in heaven.
One case is under investigation in India...quite common. Some self claimed Bishops who swindled money of poor people, promising of construction of houses to the needy will feel that they are in hell. When they receive less punishment definitely they will feel they are in heaven.

Heaven is a place where people are happy-go-lucky and having shiney streets and perfect lives, hell is a place where people go and are burned forever for their bad sins.....but you could only believe this propaganda by the church if you were very young or high on crack.
