Unsure if your question is asking of is legally ok for the mother to move in her 19 year old boyfriend, in which that case it would be legal, but not ethical and if reported to the school board where she works, her morale character could be brought into question.
If the 19 year old male is the daughter's boyfriend and it can be proved is having sex with the 15 year old (even with the Mother's permission/blessing), it is Statutory Rape, as the age of consent in Oregon is 18, and the matter should be reported to Child Protective Services and the police. Just as indicated above, if brought to the attention of the school board, the mother's morale character and judgement will be scrutinized and she may end up losing her job.
