A normal temperature for an AMD Athlon64 is between 30-45 degrees. If you exceed this limit then some component inside your computer is overheating.
Check the fans, clean your PC from dust and if it still it's the same add more fans or change them with something more powerful.

I think your problem is due to heat, check is there proper vantilation for CPU fan's hot air and ensure that wires-Data Cables-PCI Cards are not into the way of it.
Generally, the CPU temperature is very between 47 to 55 degree Celcius.
60 degree Celcius is too hot for CPU. For a High configuration PC, more cool environment is needed. Don't place ur System Box (CPU Box) inside a table, place it as that the heat of SMPS Fan is easily cameout and the hot air easily replaced by cool air. Manage proper distance between wall and ur computer table.
If it not solve ur problem, replace RAM, Video Card after dusting their slots. or If it is under warannty, contact directly your computer dealer or engineer.

Hi. 60C is pretty hot for an idling CPU. You can try 1) better case ventilation, 2) a better CPU cooling solution (I use liquid cooling).

With an AMD, 60C is near the breaking point. Buy Intel instead.

Might be your processor is overheating. Why not change your heat sink into a better one. I did the same thing on my Athlon processor. It did the trick.
