Desertion and supplying its military with enough recruits were major problems for the Confederacy from the beginning of the American Civil War until the end. The year 1862 was NOT going well for the C.S.A., with defeats at Forts Henry and Donelson, Shiloh, and the fall of Island Number 10. Accordingly, on April 16th, 1862, the Confederate government in Richmond passed the Conscription Act. (The Union followed suit a year later.)
All healthy white men of the C.S.A. between the ages of 18 and 35 were liable for a 3 - year term of service. An amendment changed this in Sept., 1862 to 18 to 45 years of age. Later, in February, 1864, the age limits were extended once again to 17 - 50 years of age. Jefferson Davis was quoted as saying "We're about to grind the seed corn of the nation."
Both sides in the American Civil War passed Conscription Acts because they needed more recruits to serve in the military, and since the numbers of volunteers had decreased greatly after only one year of war.

kotonguyen821 you are way off of the mark. Blacks were not the ones drafted; it took some doing to get them even accepted into the army. Each state was given a quota of men to supply based on population. If a state met the quota a draft was not held in that state. Indiana and Illinois are good examples of this. These two states by percentage of population supplied more men for the Union than another state. They met their quota and the draft was not an issue.
The south had man power problems almost from the outset and a draft was instituted. In some areas like western North Carolina, eastern Tennessee, northern Georgia, and northern Alabama an underground railroad was established to get men out of these areas and into the north so they would not have to serve in the Confederate army. Some of these men even went so far as to enlist in Indiana and Illinois regiments thus counting on the quota from those states.

to provide soldiers for the Union Army during the civil war. If you didn't want to go you could buy your way out so this meant that rich people didn't have to go if they didn't want to. People objected to the idea of the draft and the unfairness between the rich and poor and rioted. These riots were called the Draft Riots. Some of them were very bloody.

Military felt that they were short on people so mainly this drafted mainly african americans join to give them their freedom and honor.

because a lot of healthy, in-shape ppl dont wanna go into the military, so its the governments way of forcing ppl into war. its stupid.
