VGA means that the camera has a maximum resolution of 640x480 pixels (that computes out to about 1/3 megapixels). It's fine for a MySpace upload, but not the family portrait.

Every phone camera is VGA. But only the ones with a lower resolution sensor are advertised as VGA 'cos obviously thay can't be termed as 1.3 Mpixel or 2 Mpixel. So it's a marketing trick employed by phone manufaturers.
