The slowest Compaq Armada 7400 was a Pentium II 266 MHz, so I'm not sure where the 171 MHz is coming from. I'm not sure that I'd upgrade it further unless you were planning on running Windows XP on it, which I'd only recommend for the 366 MHz model or higher.
Yes I understand that you can buy a cheap laptop for about $500 these days (as another poster pointed out) however the Armada 7400 was a fine machine, costing close to $4000 when new. It is far better than a cheap laptop for cheapskates that just want the cheapest thing. Sure the cheap "economy laptop" will outperform the 8-year old Armada 7400, but which one will still be working in a year or 2? Probably NOT the newer one!
The Armada 7400 was very thin and light, even by todays standards, and very durable too, with a unique magnesium alloy case. It was very fast, and got good battery life, with a Mobile Pentium II processor and powerful S3 graphics card with separate video memory.
I have one sitting here in my collection of "old" PC hardware. It is one of the rare 400 MHz models with the 14" screen and 8 MB graphics card. It still works, and even with Windows XP loaded on it, runs much faster than many new laptops with a gig of RAM running Vista. Even with 256 MB of RAM and a Pentium II processor, it can still run several programs at once with no problem.

Hi. That's a pretty old (slow) machine. Might be better to upgrade.

...erm...hmm...erm...there realy is no point in upgrading that...you might as well get a new one...I would be surprised if they still make RAM compatible with that!
