It seems like the water well is used for the yard to water with and the other is a meter for city water for the house. Some citys will have you sut the well down if it is in the city limits. You should ask the water company. If the well is just for the outside that is good news then you can put a sprinkler system for your yard. This is what my sister did to hers.

I don't know what kind of system this is. Your the one buying the house. "let the buyer beware"
If you can't afford to have the house inspected do it yourself to some extent as much as possible. Ask a friend, ask as many questions as possible. You don't want a water well that will make your family ill everytime they drink the water. You can't see the viruses that will make you ill.
If anything, take water samples and get them to a lab or, have a lab tell you how to take the samples. Don't trust an open well.
