If your friend want and needs help , let her talk to a councillor in school or another relative . It is not illegal to tape her getting a beating , if that is what it is. If she has proof with a tape as evidence , any officer of the law must report and stop it. Make sure there are two copies and she only hands over one. Send the other to someone she trusts just in case the first one disapears. Make sure she gets a reciept for the vidiotape from the cop. Never just hand over anything without getting a reciept,

how old is she
Why won't the police help? Did she talk to a school counselor?
If she has bruises, etc... take her to the ER.. they will then report it
If the only way to get police to help is to record it... then I say do it
