Can i put some kind of dirt to cover over my rock garden?

I have this rock garden with to many little rock,i don't want to move all those little little rocks ,can i cover over the rocks with some kind of dirt,soil, mulch? Thank you.

Cover with top soil then add mulch.

The plants should be able to cover most of the rocks as they mature.
